I agree with Mike's assessment below. The Board voted on a list of
priorities that should be revisited and quickly if a Board bond request
is to make it into this year's mix.

Larry has kindly dug out the failed 2007-2008 bond proposal.  I would
say that the details of this package are not in line with our current
priorities and should be revisited.

Mike, 

I found the general bond proposal for 2007. I know that Liz was involved
in discussions with the director of SPO about getting the request into a
bond package. She may be able to supply more details. I don't think the
attempt got much further than the planning stage.
