I believe what you want would be the Universal Licensing System database:http://wireless.fcc.gov/uls/index.htm?job=transaction&page=weekly

Just beware that the database includes a lot more than just Maine or cell towers.  Maine has the data, but it's extremely old (1998):http://www.maine.gov/megis/catalog/

Also, data.gov has a zip of FCC tower shapefiles, but they are from 2010:http://catalog.data.gov/dataset/fcc-geographic-information-systems
