As promised, the 10.0 ArcGIS Server environment was decommissioned today.  All services that were previously available are available now at arcgisserver.maine.gov, utilizing ArcGIS Server 10.2.1.  Also the E911 geocoders are no longer available, please use the NG911 geocoders instead.

If you have any problems please let me know.
