E-Rate typically means thinking about three years at a time. More
information is available at the Networkmaine E-Rate web site (
www.networkmaine.net/erate/).


1. FY2012-2013 wrap-up

File any outstanding BEARs to request reimbursement for 2012-2013 products
and services.
(deadline October 28, 2013)


2. Current FY2013-2014

If you have received a FCDL:

     - You will need to file a Form 486 to indicate the start of 2013-2014
services. The deadline for this is 120 days after the start of services or
the date of the FDCL, whichever is later.
       (deadline October 29, 2013 if your FCDL is dated prior to July 1)
       (deadline 120 days after FCDL if dated after July 1)

     - After the Form 486 is filed, you can file BEARs to request
reimbursement for 2013-2014 products and services
       (deadline October 28, 2014)

If you have not received a FCDL, there’s no reason to panic. USAC got a
late start on reviewing this year’s applications as they wrapped up last
year’s applications.


3. FY2014-2015

USAC has enabled online filing for Funding Year 2014 for the Form 470, so
you may want to start considering and planning for your needs for next
year. The Form 470 is a request for products and/or services that opens a
competitive bidding process.

All Priority 2 funding requests currently require a technology plan, which
must be written (at least in a draft form) before the Form 470 is filed.
The DOE is still handling technology plan approval. Priority 1 requests do
not require a tech plan.
