The Form 471 Filing Guide for Category 2 is attached.

There are a few changes to the form, including a more obvious way to add
and manage FRNs and a better process for downloading a PDF of the form for
review before certification.

Also, because Category 2 budgets are now district-wide, you no longer have
to allocate costs among recipients of services.
