The Doc Josh shared shows having kids be in Google+. My understanding is
that Google+ is restricted to those over 13.

   Google+. If a user who's attempting to sign up for Google+ enters a
   birthday that indicates he or she doesn't meet the age requirement for
   Google+, the user's entire Google Apps account—including Gmail and other
