My comment on this is a bit ambiguous. The best way to understand the PWR
is to look at a particular comparison. I display all comparisons between
Teams Under Considerations (TUC) on USCHO. Since BU vs UNH was mentioned
here it is
 
    Boston University   vs New Hampshire
RPI      0.5757  0           0.6052  1
L20    12- 3- 5  0         16- 4- 0  1
TUC     3- 3- 1  0          6- 6- 0  0
H2H              2                   0
COP     7- 3- 3  0         10- 2- 0  1

Key:
RPI -- Ratings Percentage Index
L20 -- Record in Last 20 Games
TUC -- Record vs Teams Under Consideration
H2H -- Head to Head
COP -- Record vs Common Opponents
 
Notice that BU got 2 points for its two wins vs UNH, but UNH
won the overall comparison 3 to 2 and those gets "1 OVERALL comparison
win". Thus a "comparison" consists of the 5 criteria and each comparison
won by a team is worth one point.
