There is so little out there, apparently, about the DivII-III players who
were up for the Hobey that I don't know what the procedure was.  But Vesey
was not a DivI Hobey finalist in 1988, nor were any other DivII-III
players.  1987 was the last time that a DivII-III player was a DivI
finalist.
 
BTW, the 1988 Hobey program doesn't refer to the winners as coming from
either the "University" or "College" divisions, as with All Americas.
Vesey, for example, is listed as "Division II-III Award winner - East", and
Ken Hilgert from Mankato was the "Division II-III Award winner - West".
