Concerning the message posted earlier about evening the penalties called in
the game.  When I look for refs to call it both ways, I am concerned with the
consistency of the calls made.  If its holding for one team and the other team
gets away with doing the same thing, then that is wrong.
 
If one team commits a penalty and they continue to do so, while the other team
is playing clean hockey and gets called a fewer number of times, then their
should a disparity in the number of calls to each team.  If you make the
violation you should be called in overtime or not as well.
