In order for them to go to 4-on-4, you have to be able to answer "Yes" to
both of these questions:
 
1) Are any other penalties on the scoreboard?
2) Is there only one penalty for each team on the play?
 
If that is the case, then they will play 4-on-4. If not, the players
serve their minors, but the teams don't play shorthanded.
