In college, if the sides are 5 on 5 and there are coincidental penalties,
then the two teams play 4 on 4.  Anyhing else, the times DO NOT go on the
clock and the 2 teams play at whatever strength they were before the
fouls were committed.
 
At least that's what I've seen.
 
BTW, it appears that FOX has hired Shegos and Pi away from PASS and is
having them officiate the CCHA (oops, National College) Game of the Week.
