I don't follow the reasoning on this.
 
Is the suspicion that the western teams will have better luck recruiting
Major Junior players if that pool were opened up?  This is a possibility
that is not without historical precedent.  However, many eastern schools
(including Cornell) now recruit in the western Junior A leagues and could
work the western Major Junior leagues.  Teams like Clarkson that tend to
work eastern Canada very hard could work Major Junior teams in eastern
Canada.
 
Or is it the perception that the East has more "older" freshmen like Jeff
Halpern and would be hindered if the age limit was defacto reduced by only
allowing one post high school year of play?  It seems to me that teams all
over the country tend to have freshmen classes with a mix that includes
some 20 and 21 year olds.  (Minnesota has been the exception over the last
few years)
