History lesson:
 
1. NCAA and Maine both investigated the past several years, looking for
   violations and potential violations of NCAA rules.  A number of
   violations in many sports were found, with about one half related to
   men's ice hockey.
 
2. 2 violations were related to the 1993 Championship.  The NCAA
   Executive Committee declared that they were of a nature such that the
   1993 Championship should not be vacated.
 
3. The NCAA Infractions Committee investigated and last July reported on
   the violations, actions by Maine, and assessed additional penalties.
 
4. Maine appealed 2 of the additional penalties: loss of (a bunch of)
   football scholarships and this year's men's ice hockey ban from the
   NCAA tournament.
 
5. Yesterday the NCAA Appeals Committee upheld the actions of the NCAA
   Infractions Committee.
 
I've left off lots of detail, but I think it addresses the question.
