It IS inconsistent with a shot on goal, but both situations are explicitly 
dealt with.  In the case of a deflection after the penalty expired with a 
shot before the penalty expired, I'd call that icing, but I don't know if 
I've seen that one specifically addressed anywhere.  I suppose you could 
make an argument the other way as well, based on the wording being about 
the shot being taken.

I think as a practical matter that that situation is unlikely to occur. 
For the puck to be moving fast enough that it would be an icing (i.e., a 
college defenseman would not catch it), and yet clearly be shot before 
time expires and deflected on the near side of the red line after time is 
up seems pretty unlikely.  But, bizarre situations always occur in this 
game... :)
