This may have changed, Allison, but when I was with the league ....
the sports information directors of each school were asked to nominate
those from their team who should be considered for all of the
Post-season honors.  A ballot was made up and included the names of all
of the head coaches.  The coaches voted for their choices and could not
vote for anyone representing their team, including themselves.  From
those ballots, the final awards were given.  Where the results were too
close to call, there was a run-off ballot prepared.  Typically, the
Coach of the Year was voted to the coach who had brought his team way
beyond what was expected in the pre-season predictions.  That did not
happen this year -- and I can't speak for how those decisions are made
now.
