I know that's not the case; in the days when there were D1 teams (e.g., Canisius) playing in the ECAC's D3 conferences, and thus not scheduling enough D1 opponents to qualify, Army and/or Air Force used to play >20 games against D1 opponents but <20 against tournament-eligible ones.
