Could somebody paraphrase the post correcting Adam (and me)?
 
The only thing I can think of is that the athletic dept. (or even the hockey
program within that dept.) raises x dollars entirely on their own, ear-
marked for whatever tuition cost would be covered by the scholarship.  In
that case, recruiting in-state talent really would give you a lot more "bang
for your buck."
