In regards the incident of having a laser pointer aimed at the opposing goalie: Surely there is something, somewhere in the rules to cover this. Name calling, chants, etc., indeed, are all part of the game. A goalie who can't manage to "turn a deaf ear" to such things is not going to fare well. By the same token, however, if someone were to throw an object at the goalie during play, do you really think the refs would allow a goal at that point? And the "fan" (remember, this is short for "fanatic") would surely be ejected. The laser pointer to me is the same as throwing objects at the goalie. The idiot should have been ejected on the spot. And if you could determine that the person was really a home town fan who pointed it at the opposing goalie, I would go one step further and award a bench minor for unsportsmanlike conduct.
