I suspect that Title IX doesn't have any specific provisions relating
to sports. (Someone please correct me if I am wrong). The law
prohibits discrimination by the institutions. If a school is found to
be in violation of this law it is up to those enforcing the law to
decide what steps are appropriate.
 
I agree that dropping sports is a very poor way to comply with this
law. But with limited budgets it's unlikely that this practice will
change. It's always easier to cut than to add.
