The only applicable rule I know of is 18.4.2.2.2, which says that a DivII
or III institution petitioning for DivI membership (school-wide) or
eligibility in a sport has to operate under DivI rules (18.4.2.2-(a)) for
two years "preceding the effective date of its Division I membership or be
ineligible for Division I championships."
 
This would affect DivII schools like Mankato and Nebraska-Omaha, but not a
DivI school like Niagara (nor UConn, Villanova, etc.).
