Mike's message caused me to dive into the 1996-97 NCAA Manual.  Sure
enough, the constitutional provision that Mike cited is scheduled to
be deleted August 1, 1997; as is the related by-law (20.7.3, p. 420).
 
I don't remember hearing anything about this back during the NCAA
convention.  My guess is that it was an incidental victim to the push
for complete federation; i.e., that only D-I schools  vote on matters
pertaining to D-I issues, etc.
 
Given that the change doesn't take place until next summer, there's
an opportunity to correct the problem at next January's convention.  I
agree with Mike that the impending change is certainly not in the
best interest of the D-II and D-III schools that play D-I ice hockey.
