Two ideas:
 
1.  When you only play 2 games in a season against a team count those games
double.
 
2.  Cut the number of games down to 2 games against each team.  This would
lead to some teams still being only played 2 times a year (at only one site
because of travel limitations), but with the teams that still play 4 games
(2 at each site), like the MN-UMD or MN-WI, they could deem the Saturday
night game the one that counts toward the league standings.
 
Okay one more idea
 
3.  Create a MN league, and only allow Minnesota boys to play in it.
