Yes, playoff games do count towards any streak that may be established by a
particular team.
 
However, first CC would have the WCHA playoffs, in which they would likely
play four games, followed by the NCAA tournament and three games (first
round bye).  The scheme you described for the NCAA tournament has not been
used since 1991.
