Completing the citing of Rule 4.7 which Geoff Howell gave and to answer
another concern that was raised by Dave Hatfield:

From the 1995 NCAA Hockey rules;

4.7.b If a goalkeeper incurs a major or misconduct penalty, the individual
shall serve the time penalty; bur a substitute player in goalkeeper's
equipment shall be allowed in the game replacing some other player. Another
player without goalkeeper's equipment shall go to the penalty box with the
goalkeeper and shall go on the ice in place of the penalized goalkeeper when
the penalty time has expired. The penalized goalkeeper may not go on the
ice until a teammate with goalkeeper's equipment has left the ice.
