(17) Release of Rating Percentage Index
Currently, the RPI is released to each conference once
...at the end of the conference's championship.  It only
includes numbers for the teams in the respective conference.
(Hence, the CCHA might see that Michigan is rated
third, but wouldn't know who was #1, #2, #4, and so on.)
It was voted that the RPI will now be released once to
"the membership in their entirety" following the respective
championship.  What championship?  Apparently, each
Div I team will receive the RPI numbers...once.  Either at
the end of the conference championship or the national
championship...I'm not sure which, but I presume conference.
Either way, there are no games remaining that impact the
NCAA selection process.  Why not just send it to 'em in
mid-July. :-)
 
from ADMINISTRATIVE REVIEW PANEL
(case 718) Someone wanted the season-of-competition
rule to be waived for a player that appeared in three games
and was then cut.  It was denied.  (Hence, the three games
played will cost the player a full year of eligibility/competition.)
 
(case 638) Someone requested that the satisfactory-progress
regulation, as it pertains to upperclassmen, be waived for a
player who enrolled in Astronomy 109 without the knowledge
that the course was not countable toward his degree in chemical
engineering.  The school claimed the player relied on (incorrect)
advice from the academic advisors.  Presumably, the player
was not otherwise enrolled in enough credit hours toward his
degree to remain eligible.  Request was granted.
 
(case 682) Someone requested to waive the application of
the 4-2-4 transfer requirements.  The student began at a four
year school, transferred to a two-year school, then back to
a (different?) four-year school...without meeting all of the transfer
requirements.  However, the student has never participated in
college athletics and his academics were argued to meet the
"spirit" of the rule.  Request was granted.
 
(case 624) A player who was receiving financial aid turned pro
following the beginning of the term.  The school requested to
be allowed to use the aid (scholarship) to benefit one of the
remaining players.  Request was granted.
 
from INSTITUTIONAL SECONDARY INFRACTIONS
* An AD had contact with a prospect and his parents off-campus.
The prospect will attend another school.  The AD was scolded
by the NCAA and the prospect is ineligible, unless restored
through the appeals process.
 
* A head coach promised five years of grant-in-aid to a player.
The school reviewed the rules with the coach and said it wouldn't
happen again.  The NCAA requested that the school report on
whether or not they checked other players and other sports to
identify this as an isolated incident.
 
* A banquet was paid for by the booster club without going
through the proper university channels.  The school closed
the booster account and reviewed its expenditures for two
years to check for similar occurrences.  No NCAA action.
 
from ELIGIBILITY APPEALS other than those involving recruiting
(case 2) A player went to camp with the London Knight (OHL
junior A), played two exhibition games and five regular season
games (was on the roster for 17).  The player loses a year of
eligibility, may not play during his first year in residence at
the NCAA school and must sit out the first five regular season
games of his second year.  Otherwise, he's eligible for NCAA
