They put 2 min on the clock for ND and 2 min up for MTU. (These were the coincidentals). Then they should have put up 2 more minutes for 11 as the second penalty, instead they accidently put up 4 minutes. (they put 19 on both, he just served the second penalty) With the 10 min misconduct Prokopeitz received, he was sent to the locker room (no chance for him to play again that game) so instead of MTU having 2 men in the box there was only Figliomini serving the second penalty. When ND scored, the second penalty on #11 came off the board and figliomini (#19) came out of the box, and the coincidentals were left, thus the teams skated 4-4. The confusion comes that #11 should have been put up not #19 (figi only served the penalty) and they accidently put up 4 min instead of 2 on the clock for the second one. plus the fact that we only had one man physically in the box.
