Glen Keeney writes:

This is now a judgment call by the referee.  It used to be an
automatic delay of game penalty if the goaltender shot the puck out of
play without the puck coming into contact with the glass (or net), but
that was changed (as Glen alluded to).  That's why none of you saw
that penalty called.
 
It places more of a burden on the officials now to make that judgment
call, but IMO it's better this way.
