The rule applies to non-Alaskan teams playing in Alaska, either against an
Alaskan team or against another non-Alaskan squad in a tournament.  UAF and UAA
are subject to the same 34-game limit as all other div. I teams; thus the
direct benefit is not to the Alaskan schools (they don't get any extra games),
but to teams in the Lower 48 which agree to make a road trip to Alaska.  That,
not so incidentally, is the purpose for the by-law:  to give teams an incentive
to play games at the Alaskan schools.  Personally can't imagine why anyone
would pass up the chance to visit Fairbanks in January...   ;-)
