The panel of voters consists sic Division I college hockey coaches and media who regularly cover the sport. There are 25 voters. They are based in Colorado, Indiana, Maine, Massachusetts, Michigan, Minnesota, New York, North Dakota, Ohio, Rhode Island, Vermont and Wisconsin. "Teams receive 10 points for a first-place vote, 9 for second, and so forth.
