To my knowledge, this is not an ECAC rule either.  The Ivies could not begin
on-ice practice until October 15, but the non-Ivies are under no such
restriction.  Colgate, for example, generally begins practice in the first
week of October.
 
I'm guessing that the Union higher-ups are choosing to move cautiously into
Division I (starting practice so late and scheduling only 25 games) because
of the bad experience they had in the late '70s.  Hopefully, these people
will realize soon that Division I hockey is nowhere near the scandal-ridden
monster that Division I basketball and football are, and they will relent
and allow the Dutchmen to have more of an opportunity to compete in Div. I.
