Upward Bound Proposal Writing Workshop (for Institutional Members Only) | Tuesday and Wednesday, January 4-5, 2022 from 11:00 a.m. to 5:30 p.m. ET (both days) | FREE | Using group exercises, thoughtful discussions, and experienced faculty, COE will host a proposal writing workshop to assist participants in writing a competitive grant proposal. Critical areas of the proposal will be dissected and reviewed carefully with participants, and helpful hints learned from past competitions. Critiques of proposals will take place on January 6-7. Public Service Loan Forgiveness and TRIO Professionals - What You Really Need to Know!

 

Recently, the Department of Education announced significant updates to the Public Service Loan Forgiveness (PSLF) program to provide relief for 500,000 more TRIO educators and public service workers. Join COE and representatives from the Office of the Under Secretary for this informational webinar to learn more about ED's steps to allow borrowers to count all types of past federal loan payments toward the 120 required, make it easier to certify eligible public service employment, and review denied PSLF applications to correct errors and continue the process.

The Thomas R. Wolanin Congressional Internship provides individuals who are in the first generation of their families to graduate from college with an opportunity to observe the federal policy-making process first-hand and to participate in that process. Primary Responsibilities include

  • Researching legislation;
  • Attending and summarizing meetings, briefings, and hearings;
  • Drafting talking points and memos; and
  • Providing support to Congressional staff.

  • Each candidate for the Wolanin internship must be nominated by a TRIO program's current or former director.

The Pell Institute is conducting a TRIO Compensation Survey to understand how TRIO staff are compensated for their time and effort. Responses will remain anonymous and will be reported at the aggregate level. The Pell Institute will share survey results with TRIO staff who complete the survey and those with a COE membership in Summer 2022. Take the survey here.

GOVERNMENT RELATIONS UPDATES

Zach Farmer joins COE to serve as Director of Congressional Affairs.

 

Zach Farmer is a first-generation college graduate of High Point University and joins COE from Rep. Warren Davidson's (R-OH) congressional office, where he covered education, veterans, and other legislative issues.

  • Farmer worked with Congressman Davidson and TRIO Caucus Co-Chairs Rep. Gwen Moore (D-WI)Senator Susan Collins (R-ME), and Senator Jon Tester (D-MT) to introduce the Educational Opportunity and Success Act that would make bipartisan, common-sense updates to the federal TRIO programs.
  • Before his time in Rep. Davidson's office, Farmer worked for Rep. Mark Walker (R-NC), where he helped coordinate a bipartisan internship program for students at Historically Black Colleges and Universities (HBCUs) with Congressional Bipartisan HBCU Caucus Co-Chair Alma Adams (D-NC).
  • He also assisted with the HBCU annual fly-in Congressional Advocacy Day and legislation to provide long-term HBCU funding.

"Zach, with his broad, bipartisan experience in Congress, work with HBCUs, and his achievements as a first-generation college student, brings new, pertinent strength to our public policy office. Congress extends TRIO funding temporarily through February 18, 2022, reaches agreement to avoid federal default.
 

Congress voted this week to prevent a first-ever default on U.S. debt, which could bring economic calamity and halt payments for federal programs.

  • ICYMI: On Thursday, December 2, Congress passed a short-term continuing resolution to temporarily continue TRIO and all federal program funding at 2021 levels through Friday, February 18, 2022.
  • Before reaching a full final TRIO funding bill for FY22, Congress must reach a broader agreement on Defense and Non-Defense funding levels and other policy disputes unrelated to TRIO.
  • If Congress fails to pass a full FY22 spending bill and maintains FY21 levels the entire year, the FY22 TRIO applicants will face extremely tight competition with few new programs and significant losses to existing programs.

Take action to make sure the proposed TRIO increase stays in the final bill. Contact Congress today.

 

Plan ahead: Invite your Member of Congress to visit TRIO during a congressional recess in January or TRIO Day in February. 

 

Invite your Members of Congress to meet with TRIO students while they are back home. The House will be home January 1-9, 14-17, and 22-31. On Thursday, December 16, the U.S. Department of Education released the Upward Bound final application in the Federal Register here. The due date is Monday, January 31. Highlights are below.

 

The Competitive Preference Priorities are:

 

Competitive Preference Priority 1: Applications that Demonstrate a Rationale (Up to 3 points).

  • Under this priority, an applicant proposes a project that demonstrates a rationale (as defined in this notice).

Competitive Preference Priority 2: Meeting Student Social, Emotional, and Academic Needs (Up to 3 points).

  • Projects that are designed to improve students' social, emotional, academic, and career development, with a focus on underserved students through providing multitiered systems of supports that address learning barriers both in and out of the classroom, that enable healthy development and respond to students' needs and which may include evidence-based trauma-informed practices and professional development for educators on avoiding deficit-based approaches.

Competitive Preference Priority 3: Strengthening Cross-Agency Coordination and Community Engagement to Advance Systemic Change (Up to 3 points).

  • Projects that are designed to take a systemic evidence-based approach to improve outcomes for underserved students by establishing cross-agency partnerships, or community-based partnerships with local nonprofit organizations, businesses, philanthropic organizations, or others, to meet family well-being needs.

Estimated Range of Awards: $287,537 - $981,028.

 

Estimated Average Size of Awards: $368,217.

 

Maximum Award: The maximum award varies based on whether the applicant is currently receiving a UB Program grant, as well as the number of participants served.

  • For an applicant not currently receiving a UB Program grant, the maximum award amount is $287,537, based upon a per-participant cost of no more than $4,792 and a minimum of 60 participants.
  • For an applicant currently receiving a UB Program grant, the minimum number of participants is the number of participants in the project's FY 2021 grant award notification, and the maximum award amount is equal to the applicant's base award amount for FY 2021.

 

FY 2022 Pre-Application Upward Bound Technical Assistance Webinars

 

In preparation for the (FY) 2022 Upward Bound Program competition, the Student Service Division will conduct ten pre-application webinars. The virtual webinars will take place starting December 13 through December 17. The webinars will be conducted at 10:00 a.m. Eastern Time and again at 2:00 p.m. Eastern Time each day.

COE congratulates Gaby Watts, the Senior Director, Student Service, Higher Education Programs (HEP), effective Sunday, December 5, 2021. Ms. Watts previously served as the Director of TRIO Upward Bound and Educational Opportunity Centers Division and has worked with TRIO ED programs for over twenty-six years.

 

Ms. Watts is incredibly knowledgeable of all TRIO programs and a strong advocate for low-income and first-generation students. She holds a Bachelor's of Science degree in Business Administration from the University of Southern Mississippi and a Master's of Arts degree in Counseling from Trinity University.

From NASFAA: Doubling Pell would be mutually beneficial for low- and middle-income families.

 

The Pell Grant has been the cornerstone of financial aid for students from low-income backgrounds for nearly half a century, but the proposal to double it has led some to question whether current and future college students would be better served if lawmakers shifted their focus, instead, to expanding eligibility to a wider range of recipients. In a new report, the National Association of Student Financial Aid Administrators (NASFAA) examines how increased funding for the maximum Pell Grant benefits middle-income families, in addition to its long-standing support of low-income students. It's time for an all-one-system approach to youth policy.

 

Georgetown University's Center on Education and the Workforce argues that an all-one-system approach would connect each segment of the transition from early childhood to early career, breaking down the artificial barriers between secondary schools, postsecondary institutions, and labor markets.

  • This approach would start with high-quality, equitably funded, universal preschool.
  • It would provide students with opportunities for career exploration from kindergarten through college and include a more robust career counseling system.
  • Free-college options would help low-income students access postsecondary education.
  • Strong wraparound support services and transfer pathways would aid traditionally underrepresented students in attaining bachelor's degrees.
  • Greater transparency and accountability of postsecondary education and training programs would help educators and counselors better advise students.

TRIO Alumna Jackie Fortmann Blazes Trails Here and Abroad | In 2011, the Northeast Iowa Community College Student Support Services staff encouraged Jackie to apply to COE's study abroad program in Salamanca, Spain. She was the first paraplegic to participate. "I was the first person in a chair to go, and it was life-changing," Fortmann said of the experience. "I want to go back." Read more here.
