Dear Colleague,

The draft Upward Bound Request for Proposals (RFP) will be available later today for review and comments.  The Federal Register notice can be found here.  Comments are due by 11:49 p.m. Eastern on Monday, October 18, 2021.

Two important notes regarding this notice. First, it indicates that the draft proposal is simply a re-publication of the RFP used in 2016--a step taken by the Department in recent competitions to eliminate the need for a comment period when the final RFP is released. Second, the Competitive Preference Priority is being submitted under the Streamlined Clearance Process for Discretionary Grant Information Collections (1894-0001), and therefore it will not be a part of the draft RFP.
