The Federal Register notice can be found here <https://t.congressweb.com/l/?NNMZVZPWJTJQEGK>. Comments are due by 11:49 p.m. Eastern on Monday, October 18, 2021. Two important notes regarding this notice. First, it indicates that the draft proposal is simply a re-publication of the RFP used in 2016--a step taken by the Department in recent competitions to eliminate the need for a comment period when the final RFP is released. Second, the Competitive Preference Priority is being submitted under the Streamlined Clearance Process for Discretionary Grant Information Collections (1894-0001), and therefore it will not be a part of the draft RFP.
