GIS Planner

Description

Strafford Regional Planning Commission seeks a qualified professional for the position of GIS Planner. Working closely with dedicated planning staff, this position focuses on integrating GIS and technical skills into a planning environment. The successful candidate will deliver professional planning and technical expertise through services such as data management (development, collection and interpretation), creation of maps, and spatial analysis.

Required Education & Experience

• Bachelor’s degree in Geography/GIS or a GIS focus within urban planning; regional planning; transportation and infrastructure planning; environmental sciences; resource economics; or closely related fields and 1-3 years of relevant experience, OR

• Master’s degree in any of the above (or closely related) fields with 1+ years of experience

 

Primary Responsibilities

• Geographic Information Systems

o Provide support on spatial data management (development, collection and interpretation), creation of maps, spatial analysis and technical support services for local and regional planning activities

o Manage GIS online services (ArcGIS online, map gallery and MapGeo)

o Understand geospatial modeling to provide support on implementing different methodologies and techniques (e.g., suitability analysis) that allow decision-making in urban and transportation planning

o Maintain all spatial data up to date as they are released

o Develop and maintain quality control procedures for data and maps

o Operate, maintain, and troubleshoot GIS-related hardware and software

o Assess and determine user needs for GIS software and databases and provide support to others in the development and application of GIS technologies

o Assist with communication/visualization of data collection efforts

 

 

• Transportation Planning

o Collaborate with planning staff and clients as needed

o Manage online transportation maps and applications

o Assist in managing transportation project databases

o Assist in producing transportation project reports

o Assist with coordinating data collection efforts with community needs

 

 

• General Purpose

o Develop, implement, coordinate, and maintain internal technical standards

o Prepare proposals and written reports utilizing data, incorporating research and analyzing and communicating results

o Establish and maintain relationships with clients and colleagues in partner agencies and municipalities

o Other duties as assigned

 

Required Qualifications

• Hands-on experience with infrastructure, regional, transportation, or urban planning

• Advanced knowledge of the practice of geographic information systems and cartography

• Advanced knowledge of the principles of database design and management

• Experience using data management and analytical tools (e.g., Excel, R, or other)

• Experience using the ESRI GIS software (ArcMAP, ArcGIS Pro)

• Experience using ArcGIS Online and other online mapping platforms

• Strategic and analytical capabilities – a problem solver

• Excellent communications skills, both oral and written

• Team orientation and personal accountability

 

Additional Preferred Qualifications

• Basic knowledge of fieldwork (data collection and participatory mapping)

• Experience with Python, VB, or SQL programing/scripting

• Experience with 3D modeling and analysis, network analysis

• Experience with transportation-specific planning

• Experience with TransCAD, Safety Analyst, Synchro, or Traffic Viewer Pro

 

Special Requirements

A valid driver’s license and reliable transportation is required; this position involves travel for daytime and evening meetings and field work. Some data collection work may involve working outside in variable weather conditions and lifting up to 30 pounds.
