The official job description is a little thin on details, but we are looking for a well-rounded applicant that has experience with database management, project management, server maintenance and networking configurations. The State of New Hampshire, Department of Safety, Division of Emergency Communications has a full time vacancy for Information Technology Manager IV - GIS Administrator.



Summary:
Manages all aspects of agency data operations for the DESC, including the 9-1-1 Telephone Database and the 9-1-1 GIS Database, as well as directing the statewide implementation of Next Generation 9-1-1 (NG9-1-1), the statewide Emergency Notification System (ENS), and any follow-up on system enhancements. Consults with local municipalities, and outside agencies, and general public in pursuit of proper data for addressing, location and phone numbers.



Responsibilities:
Authorizes the development policies and procedures for the design and administration of agency databases including the 9-1-1 Telephone Database and 9-1-1 GIS Database.

ŸManages personnel in the Data Operations.

ŸDevelops and recommends plans for migration from the current legacy E9-1-1 databases and enhanced systems to the NG9-1-1 enabled systems.

ŸResponsible for the operation, maintenance and updates of the statewide ENS.

ŸDesigns, develops and maintains custom software for the Division of Emergency Services and Communications (DESC) Data Operation and PSAP Operations.

ŸRecommends expenditures for the DESC in areas of information technology, software and services.

ŸIdentifies, designs, organizes, directs and monitors training procedures for Data Operations workflows.

ŸInvestigates and enforces DESC 9-1-1 compliance issues with operators of Multi-Line Telephone Systems (MLTS) such as PBX or VoIP owner/operators.

ŸPerforms other duties or special projects as assigned by the division director.



MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university with major study in Information Technology, or other related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Nine years of experience in information technology or data management, four years of which shall have been in a management capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid driver's license.

Selected candidate will undergo a criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.



Employees may be required to pay an agency/union fee.
