This corrected application is necessary because of, and takes into account, the $60.2 million increase Congress appropriated for TRIO in December. The announcement is attached in pdf format. The major changes in this announcement are: 1) The allowable cost per student in Talent Search has been raised from $460 to $480; 2) Currently funded institutions and agencies are allowed to request up to $480 multiplied by the number of participants funded to serve in 2015-2016; and 3) The minimum grant has been raised from $230,000 to 240,000. There is no provision in the announcement for institutions and agencies currently hosting Talent Search programs to enable them to reduce the number of students served except by reducing the amount requested to $240,000. COE’s preliminary analysis suggest that colleges and agencies currently receiving Talent Search funds will be eligible to increase their budget request in the application due February 5 by anywhere from 3 percent to 44 percent. The average increase permitted by COE calculations is 11 percent. In dollars, these permitted increases range from $10,000 to $117,000. Institutions and agencies presently receiving the lowest cost per student are eligible for the largest percentage increase. If every currently funded Talent Search project were continued, such increases would account for slightly over $14 million. The Department of Education has not yet released its plans for allocating the remaining $46 million increase provided TRIO in the FY 2016 appropriation bill.
