Planner II - OHV GIS Analyst

Arizona State Parks protects and preserves 30 State Parks and Natural Areas.  The agency also includes the State Trails Program, outdoor-related Grants Program, the State Historic Preservation Office, as well as the Off-Highway Vehicle Program, and more.  The Off-Highway Vehicle (OHV) Program is responsible for statewide OHV development and management.

DESCRIPTION OF DUTIES
This position reports directly to the OHV Program Coordinator and serves in a staff capacity to the OHV Program.  This position will develop a geodatabase to track OHV projects, trails, and facilities. A public Geographic Information System (GIS) portal will be developed to disseminate information on a statewide basis in cooperation with federal, state, and local agencies. Additionally, this GIS portal will be used by OHV volunteers to catalog projects, identify issues, and map areas. These program enhancements will increase efficiency and accuracy related to program operations. This position will also create or implement software solutions to assist volunteers in data collection, the reporting of hours, and documenting field conditions. They will serve as a liason between State Parks and other volunteer organizations such as the Tonto Recreation Alliance to insure all volunteer efforts are done in concert with one another in regard to GIS technology. This position will train volunteers and partners in the usage of the software and hardware used to accomplish the goals of the GIS project. This position will input grant data into the GIS system and coordinate methods of connecting grant databases to the GIS system to enhance and expedite the reporting of how OHV Recreation Funds are invested. The position will provide general GIS support to the program and agency by producing digital and paper maps for the program and partner's use. This position will be responsible for maintaining hardware and software used to accomplish the goals of the program.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of Geographic Information Systems (GIS), 3 years experience in working with geospatial problem solving, Research design and methodology, Gathering and analyzing data, Public involvement tools, Trail and OHV issues and management, and Volunteer management

Skilled in ArcGIS and related ESRI software, Multi tasking, SQL and database management, Research, Microsoft Office, Powerpoint, & Excel use, 1st aid/CPR certified, Map reading/making, Writing plans and reports, Oral and written communications, Use of computer for word processing, data analysis, and geospatial applications, Presentations and public speaking, Maintaining interpersonal relationships, Data collection and analysis

Ability to Effectively work with OHV interest groups and public land management agencies, Traverse (walk & drive) recreational trails and rough terrain, Drive long distances statewide, Comply with the open meeting law, Meet benchmarks/deadlines, Work several projects at once, Collaborate with internal and external partners, and Work independently and as a member of a team

SELECTIVE PREFERENCES
A bachelor's degree in: Geography or Geographic Information Systems (GIS).  Certification and experience as an OHV Ambassador.  Motorcycle Safety Foundation (MSF) Dirtbike School Graduate. Past volunteer service involving trail construction, trail maintenance, or field data collection for natural resource protection or recreational management.

Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.
