Cumberland and York County communities should be receiving paper versions on digital media (data disc) new preliminary flood insurance rate maps. They were officially released on 11/5/2013 and mailed as of that date. However they are also
available for download from the FEMA Mapping Web Site at this location
http://hazards.fema.gov/femaportal/prelimdownload/searchResult.action . The index maps are at the bottom of the list of PDF files and at the very bottom you can download a copy of the shape files for use in your GIS systems.
