Geographic Information System Technician

 

The City of Bangor is currently seeking qualified applicants to fill a full time Utility GIS Technician position for the City of Bangor.  The successful applicant will provide management & coordination of the sanitary sewer & stormwater mapping effort. Duties include map production, manipulating spatial databases, creating thematic data utilizing GIS hardware & software.  A complete job description is available upon request.  

 

Requirements include: bachelor’s degree in Geography, Information Science or similar GIS related program as well as 3 years experience (2 of which with ArcGIS).  An equivalent combination of education and experience is also acceptable.  Thorough knowledge of ArcGIS Desktop software, specifically in the areas of feature editing, cartography, and data management.  Strong communication, analytical, & organizational skills are necessary.  Familiarity with sewer infrastructure features & operation.  Ability to read plans & technical drawings.  The ability to legally operate a motor vehicle is also required.

The City of Bangor’s Utility GIS Technician manages and coordinates the sanitary sewer and stormwater GIS mapping effort for the city.  Employee in this classification will utilize GIS hardware and software to produce maps, spatial data, and thematic products related to municipal utilities.  Employee will create, adjust, correct, manage, convert and distribute GIS maps and data of the City’s utilities and infrastructure.

 

 

DUTIES:

 

Uses ArcGIS software, including extensions such as Network Analyst, to continually maintain and improve city utility data. 

 

Utilizes IT Pipes asset management software and CCTV inspection video to improve and update sewer data on an ongoing basis. 

 

Collects field data using the City’s mapping-grade GPS. Provides support for other field personnel involved with GPS data collection.

 

Interprets historic plans and documents to map and attribute City Infrastructure.

 

Collects, reviews, and integrates relevant utility data from other entities within the city.

 

Prepares maps, reports and other GIS-based products as required for various projects and programs related to the City’s utility infrastructure.

 

Creates clear, high-quality hard-copy cartographic products for use by City personnel in system planning and/or use in the field. 

 

Assists division staff in their day-to-day use of GIS software and data.

 

Performs related duties as assigned.

 

 

 

POSITION REQUIREMENTS:

 

Bachelor’s Degree in Geography, Information Science or similar GIS- related program, 3 years experience in GIS applications (2 of which should be ArcGIS based), or an equivalent combination of education and experience.

 

Thorough knowledge of ArcGIS Desktop software, specifically in the areas of cartography, feature editing, and data management.

 

Basic familiarity with sewer infrastructure features and operation.  Ability to read plans and technical drawings accurately.

 

Ability to independently troubleshoot basic software issues, and solve larger software problems with minimal reliance on other staff.

 

Ability to be self-directed in accomplishing tasks and manage multiple projects with limited supervision.  Ability to manage long-term projects and meet strict regulatory deadlines.

 

Ability to deal with co-workers, other governmental units, and members of the general public in a courteous, effective manner.

 

Strong communication, interpersonal, analytical, and organization skills.

 

Light lifting and carrying of normal work equipment and materials.  Ability to traverse steep or uneven terrain in field data collection.  

 

Ability to legally operate a motor vehicle.

 

 

RESPONSIBILITY:

 

Incumbent works under the overall supervision of the Sewer Superintendent and works directly with the GIS Specialist. Maintains frequent contact with department superiors and co-workers both within the Department and elsewhere in the City organization.  Occasionally communicates with other governmental agencies, utility companies, and the general public.
