DESCRIPTIONThis is advanced technical services work in operating and training other personnel to operate the Geographic Information System (GIS); assisting with natural research analysis; and developing, maintaining, validating, and updating the GIS database. Work is performed under general supervision.

REPRESENTATIVE TASKS

·         Develops, designs, implements, and manages databases for the Enhanced 911 system in order to ensure accurate and usable data are maintained and accessible.

·         Develops and implements procedures and efforts in standardizing and converting addresses, geographic emergency service zones and boundaries, service provider information, and other related information in order to ensure data are complete and uniform.

·         Organizes and coordinates the efforts of local governments, telephone companies, local telephone exchange carriers, service providers, and others in converting data, correcting database discrepancies, and maintaining accurate data in order to ensure databases are complete and usable.

·         Provides technical assistance, and training for local addressing officers in order to explain their role concerning adherence to standards, creation and maintenance of databases, and providing timely responses to reporting discrepancies in data.

·         Communicates with municipalities, US Postal Service,  service providers, and others relative to addressing, E-911 GIS database,  issues and questions in order to ensure Bureau representation and to provide information and guidance.

·         Monitors compliance of communities, telephone companies, local telephone exchange carriers, service providers, and others with regard to addressing and other location information in order to ensure data uniformity and usability.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: (These are required to successfully perform the work assigned).

·         Knowledge of resource analysis and sources of mapped and tabular data.

·         Knowledge of relational database management systems and concepts.

·         Knowledge of spatial analysis quality requirements.

·         Knowledge of mapping reference and coordinate systems.

·         Knowledge of natural resources.

·         Knowledge of design and operation of GIS.

·         Knowledge of computer operating systems and higher level languages.

·         Ability to perform routine maintenance on devices such as plotters, digitizers, terminals, and other computer devices.

·         Ability to transfer data from maps and other media by digitizing.

·         Ability to communicate effectively orally and in writing.

·         Ability to organize, coordinate, and schedule computer and equipment use.

·         Ability to interpret aerial photographs.

·         Ability to operate manual mapping tools.

MINIMUM QUALIFICATIONS:  A six (6) year combination of education, training, and/or experience directly related to the operation, development, and/or maintenance of GIS systems. Preference will be given to those applicants with Addressing, Public Safety, E9-1-1 or transportation background.

Level 4:          85% State Contribution (employee pays 15%):                           $309.20 biweekly

 

* The level of the actual value of state paid Health Insurance will be based on the employee's

wage rate and status with regard to the health credit premium program as of July 1, 2011. 

Value of State’s share of employee retirement contribution = 11.54% of salary for BU position; 16.54% of salary for X position
