Yes it is true - the NAIP 2011 data were delivered a few weeks ago.  David Kirouac here at MEGIS is processing the data for WMS, which should be done next week or so.  We will send out a note when the WMS is ready.  Based on just a few samplings, I would say the clarity and color-balance is not as good as 2009, but definitely better than 2007 (and way way better than 2006 which was 2m resolution).  There is some haze in 2011 as well. A sampling in Portland shows the differences below.  Nevertheless, NAIP 2011 will be the most current data for Maine we have, and thus highly valuable just for that reason.
 
We are in the midst of revamping our orthoviewer to get it out of WebADF, and when that happens (February-ish) we will also enable the download of JPEG2000 quads for NAIP 2011 data.
 
Also I confirmed with USDA that NAIP 2011 was collected with a fourth infrared band.  This band is not in the county mosaics that you can download (nor do we have it), but it will be delivered a bit later.

In case there are others like me - in the dark - I just noticed that the NAIP 2011 imagery is available from http://datagateway.nrcs.usda.gov/

Glancing over the metadata, resolution looks to be expected on par with the 2009 stuff. Am waiting for the first extraction to download, so can't just yet speak to image quality.
