We use MagCloud (http://www.magcloud.com/). It's not an app but the students
create their magazines in Pages, export them as PDF's and upload them to
MagCloud. They come back printed and are beautiful on nice heavy stock
paper. The kids really love the projects done with MagCloud. You can order a
proof copy of each magazine for only the shipping costs. If parents want
more copies they can order them directly from the website.
