Safari and IE use the system-wide proxy settings on their respective platforms; Firefox doesn't.

If Safari and IE are blocked from accessing Facebook but Firefox can get there, then my guess is that the rule you set up in your JoeBox to block Facebook's two netblocks isn't working properly.
