I had obstructed view tickets for a game awhile ago and I couldn't even see the goal all at the student section end of the rink. A large monitor up there to cover the goal might be a help. Just have a couple of fixed cameras in the arena that show opposite ends of the rink, perhaps? Have 2 TVs set up side by side, and you can watch the game as it unfolds. It would seem to be a single-time expenditure, and wouldn't require any extra work once it's in place (you wouldn't need anyone to "run" it).
