is.As for counter-examples-- (I assume you mean exemplary incidences of
Buddhist badness) -- why Sri Lanka and Japan. Of course.

Sri Lanka has been caught up in a protracted civil war because of the
religious and ethnic intolerance of its Buddhist majority, and the large
Buddhist minority in Japan were in alignment with those whom they considered
to be their unofficial leaders, the military caste, the chief architects of
Japan's aggression leading to its involvement in WWII.
