Any time that you increase the "pool" there will be a "watering down" of
whatever was concentrated.  Chemistry is a good example.  Growth is good for
hockey in terms of bringing in new fans and new, well, blood.  The reason
not to bring in more teams because "they can't compete with the established
teams" is just wrong.  I will admit that they will not be the best in the
first couple years.  It takes time to build anything.  But the we the fans
have to give them a chance to grow and evolve into a power house.
