That works in the regionals and the semi-finals, but in the
championship game you can have 2 teams who occupied the same seeding
in their respective regionals.  I suspect that the rubric involves
which team scores higher on the RPI and/or
which team scores higher on the PWR composite and/or
which team wins the individual pairwise comparison.
