Scope: Some MSLN and UMS sites serviced by Firstlight

Summary: 
	Firstlight is performing maintenance on their optical equipment in Orono.  This will impact the Orono path of any school, library, or University location serviced by Firstlight.  The Portland path will remain active, and any affected sites should see only a momentary loss of network service (~1m) as traffic fails over to the Portland path.  This is a continuation of maintenance that originally took place last week.
