IMO If you already have a CPA who provides you with a year-end audit,
review or compilation, they are accurately filing your IRS 990, and you are
happy with their work, you do not need an accountant / CPA / etc. who
specializes in nonprofit accounting.  If you don't at least do an annual
compilation to bring your books in line with GAAP, I think it's a good idea
to hire a CPA who is comfortable working with nonprofits. I think you can
rely on a CPA to determine if they are qualified to help you.

Having said the above, I think it is reasonable for a board to determine
the level of outside accounting that they prefer.  This is probably one of
those cases when the board decides and the Library Director advises.
