The 471 Window will Open Nov. 4th at Noon and closes January 16th at
midnight.

Libraries
Please note: the FCC has changed the way you should calculate your discount
rate See notice below).  Instead of using the aggregate discount of the
School District you physicall exist in you are now to do a simple average of
based on the total number of students in the School District and the total
number of students in that district eligible for free or reduced lunch
(NSPL).

Example:  School District ABC:  Total # of students= 1735       # eligible
for NSLP= 435

Divide 1735 into 435 = 25% of students eligible for NSPL  On the E-Rate
discount chart a 25% discount =s   a 50% E-Rate discount if the library is
designated as urban and a 60% discount if the library is rural.


I.  Update on NSLP discount calculations for libraries - Mark Seifert or
designee

The dates for the Funding Year 2003 Form 471 application filing window are
as follows: the window opens November 4th, 2002 at noon and closes on
January 16, 2003 at 11:59 PM EST.  Form 471 will be available in a scannable
format.  The draft Form 471 has been given to Mark; the draft has been
revised to be consistent with the new method to calculate library discounts.
The FCC has released a Public Notice about this.
